My next question John is why??  Surely the world is moving to 3G and overseas to LTE so deploying new GSM sites seems a backwards step..  


Isn't gprs used for mobile eftpos? Maybe trying to ensure they have good coverage for that market.

Also used for smart meters, fleet tracking and more. But like CDMA, things have to evolve sometime...
