That is marketing nonsense, where they incorrectly use the charge termination voltage as the nominal. Nominal is 3.7V or 3.8V per cell (3.2V or 3.3V for LiFePO4). That marketing nonsense is one of the reasons why IATA specify Wh thresholds for air freight instead of Ah, and lately cells get labelled (by cell manufacturers) in Wh.
