I was thinking "Isn't that why I have a bath - to get clean?" but in Japan the bath is for soaking and relaxing - not washing - so you have to be clean before you get in. Particularly as it's not uncommon for everyone to use the same water, starting with any guests then working through the family in order of seniority.
Actually sitting in a tub of dirty water is not the way to be clean which is why they wash first, then soak. makes sense when you think about it.

We don't. OK, there is a sink in a bathroom, but if need be we use the kitchen sink or laundry sink. Don't we?
Toilets in bathrooms, now that is something I never thought hygienic. Do you put the lid down before you flush? Even if you do, you all know odour is the result of actual particles going up the nose.....hence you smell whatever it is....and the particles drift about, land on the toothbrush and so on.
Loath toilets in bathrooms.
Best house design I owned was a toilet room in the laundry. This was an old villa type, the laundry was "outside" probably originally the coal shed...but since joined to the inside by a hallway...then it had a toilet walled (and door) off in there. Well away from the rest of the house, you had to walk out the (original)back door to get to it.
