Two cheap IP cameras, a cheap Chinese NVR, a cheap TV from the warehouse.
The NVR is just to make it easy to hook up the cameras to a TV and set up a split screen view.
Then maybe the only tricky bit is make the tv turn on when the door opens. Maybe an arduino with a IR blaster on it that triggers the tv when the door opener activates.

 

 

 

@chevrolux - thanks for the suggestions.  Any idea where I might obtain this stuff?  Re the auto activation - I'm hoping an electrician might be able to connect the switch for the garage door opener also to the CCTV and TV.

Dahua would probably be my next pick. Plenty of NZ stockists with better pricing than Hikvision. Should be able to get a NVR + two IP cameras for maybe $5-600.

Silly question maybe, but if it's just for reversing (and not for anything else like security/anti-tagging), is there any need for IP cameras and a NVR? Wouldn't a standard/cheap camera plugged directly into a video-in RCA socket on a cheap TV do the trick? Sticking the TV remote control in the car would obviously be one straightforward way of dealing with it. If you were more technically inclined, you could probably set up some kind of relay from the garage door opener (maybe the light?).

If you wanted to go really cheap, would a car reversing camera work?

Hahahaa did you just say "Auckland Council" and "Resource Consent" in the same sentence??  Best of luck, this will be one very long thread.

Personally I think you should build a pedestrian bridge over your driveway..., but unfortunately you would also have to provide an optional elevator for the elderly or disabled, men/woman/transgender toilets at a halfway point in case of biological emergencies, safety rails on either side of the staircase to cater for both right and left handed people, warning signs in English; Chinese; Islamic; Russian to cover any tourists passing by and of course, a health and safety register to force people to sign a waiver removing any liability to injury that may occur whilst using the pedestrian bridge (with of course extra fine print that further removes all liability from ACC or any other government department)

My initial suggestion was going to be a klaxon and a flashing light that are activated via sensor as you exit the garage, as many commercial premisies have for their carpark exits that open onto a footpath. But it seems the council don't want members of the public walking past your property to have to take any responsibliity, so are putting the onus solely on you.

I assume they won't let you build a pedestrian overbridge across your driveway, so how about a window at the front of each side of the garage? You would then be able to see if anyone is there before driving off.

Alternatively, you could employ a neighbourhood child to walk in front of your car, holding a flag.

Paint the word STOP along with the accompanying horizontal yellow lines on the footpath surface on both approaches to your garage? Of course you also need these  for the blind.
