The Privacy Act is kind of misleadingly named. It doesn't apply to "private" stuff (i.e. secret, not public stuff). Its focus is on personally identifiable information. So while your number plate isn't secret (especially if you're driving on a public road) it can still identify you. If you're taking images if that, you're collecting personal information and so the Privacy Act applies to you. And "you" includes both individuals and businesses.
