Looks like late 2010. The current exemption (exemption 13, you do not need building consent to install insulation unless it's an external wall or firewall) was made then. While its an exemption, I suspect in practice people didn't consider retrofitting insulation before then to be building work. That's certainly the tenor of the official guidance in that link.

 



Thanks, we did it in 2002 and I thought remember it didn't require it then.
Rayonline, I think houses have required insulation of some kind since the late 70s?

 

 

 

Depends what you mean by that our house is from the 70s if not 80s.  From all the water pipe leaks with the interior walls we have opened up and when we have fixed a few exterior wall side power sockets.  We also ran some network cabling to some rooms behind wardrobes and into the lounge and when did some television cables.  There is absolutely no insulation.  Underfloor and ceiling there was none also.  We went under there and up there and checked before we got the contractors in.  Unless if you count insulation in the ceiling cavity as a silver foil layer.

Silver foil used to be considered a suitable insulation product. I think it's R value was something like R1.1. but it had to be installed with the correct air gap, and had to remain fully reflective. Both of which never happened long term. And it was also a safety hazard, as some electrical faults caused it to become live. It would also trap leaking water, and moisture would condense on it. There was also a version of gib board with silver foil on 1 side as well. Which was used as the insulation in external walls. Same electrical and moisture problems.

 

There was also Insulfluff, Which was just shredded newspapers, which supposedly had a fire retardant added. The stuff would rot and compress over time, loosing it's insulating value.

 

And of course there is the stupid downlight fashion as well, with early downlight designs being pretty much just large holes drilled in the ceiling. And how it took over 20 years before you could get downlights that were safe to completely cover with insulation.

I did a 30m2 skillion roof in my place in Blenheim.

 

For that small area it was an afternoon's work to remove the colour steel (nailed). Install the new insulation and wrap and reinstalled the roofing material.  I used tek screws to re-fix it - using the old nail holes as pilot holes.  Too easy.  It made a huge difference to the temperature of that room.

 

It has withstood a few ex-tropical-cyclones and years of screaming NW every summer.  No issues.
