I think @richms commented on this the other day, he has them, or had them

Not me. I would remove the windows and replace with wall if that was a cheap option ;)

On certain windows.

Not to do anything about heat at all, as a instead of replacing the panes with frosted glass idea.

works well for that, loads of choice in pattern.

I've heard of Thermal Glass Coat (http://thermalglasscoat.co.nz/). I've not actually seen it in action but apparently they'll come out and do a demo with treated and untreated glass with a heatlamp etc.

Mitre 10 sells it in kits, ranging from one windows, to several, to doors, etc. They even have a video on how to apply it.

If you don't like the idea of sticking tape on your window frames, lots of sites advocate cutting bubble wrap to size, spritzing the window with water, and placing the wrap on so that it clings. It is claimed that this keeps twice the amount of heat in.

Do people in the real world actually put bubble wrap on their windows? Seriously?

Yes. For the past 2+ brutal winters (infact since quakes) people resorted to it in CHC when there was physical holes and gaps in walls etc to try and slow the overall heat escape rate

Likewise the most recent empty black coke cans on the window....
