This is interesting.....

I wanted to know how often the Power Lines company ( North Power ) was Controlling the Power to my Hot Water Cylinder..

It appeared to be @ pretty random times ( uo to 16 hours a day )

So I installed a Neon Bulb across the Feed to the Hot Water Switch ( before the switch contact - so that the Neon is live all the time )

That was 1 week ago now......   The Neon bulb has Never gon out... Yes I keep checking......

Could it be that the Neon Bulb ( with a resistor inside ) is enough to Stop the Controlled Power Relay from switching inside the Smart Meter?

no the neon will not affect the controlled power relay.

BUT MOST OF ALL

the picture you so thoughtfully posted of the neon is blatantly non-compliant and illegal - was the work you done as a homeowner checked and signed off by an electrical inspector? - I doubt it.
