JayADee:

They're saying every day 8:30-4:30 except national holidays.

If you've lived anywhere near a construction site before, you will know they very rarely stick to their agreed hours of work. If they say they will start at 8:30, get prepared for construction noise from 7:00 or earlier.

Often the individual contractors get told very little about consent conditions that apply to the whole build, like hours of work.

I've been told previously that Wellington generally forbids Sunday work on projects in residential areas, though I imagine DIYers rarely follow that.

Yeah that's what worries me. It's not for sure 100% certain to go our way.

The system is set up so that you can only object if you're actually affected. So what I would suggest is contacting council to see if (assuming a consent has been lodged) you are on the schedule of affected parties, and read through the supporting documentation. If you're not an affected party, or the expert evidence shows that you are affected in a less than minor way, then you'll need to provide evidence to the contrary.

The "Ban" on Sunday construction is a feature of the noise bylaws, so you can lodge a noise complaint if there is "noisy construction"...

It's not just Wellington,  Christchurch also has similar "quite" construction requirements for Sundays, Although apparently some noise is OK in Auckland

If you’re willing to create a public stink community Facebook groups can be an effective way to “encourage” the council to be seen to consider the community.

There’s often a degree of judgement involved by the council in whatever consenting process the applicants are forced to follow. If there is pressure from the community it’ll likely be a more rigorous process.

This is exactly why you have local wards and local boards. Find out who is on council for your area and make it known what you think. Get any other neighbours who aren’t happy to do the same.
