Somewhat related.. my personal bug bear is seeing peoples kitchen breakfast benches littered with cordless phones plugged in, charger wall warts etc.

 

solution -  mount a couple outlets under bench in the cupboard, have either a 20-30mm diameter hole in the bench or a cut out of some sort.

To hopefully answer OP's original question, no, the hob/cooktop switches cannot be hidden in the cupboard next to the cooktop. 

 

AS 3000:2018 states the following:

4.7   COOKING APPLIANCES 
4.7.1   Switching device 
A circuit for a fixed or stationary cooking appliance having an open 
cooking surface incorporating electric heating, e.g. a cooktop, deep 
fat fryer, barbecue griddle or similar, shall be provided with a switch, 
operating in all active conductors, mounted near the appliance in a 
visible and readily accessible position.

In addition, the switch must be 150mm or more from the edge of the appliance (so you're not reaching over the cooktop to operate it), and marked to identify which appliance, and "should" be within 2m of the appliance.

 

The 2007 wording was very similar but marking the switch wasn't compulsory. 

 

I'd take from the above that hiding a cooktop switch inside a pantry or cupboard etc is not compliant - you couldn't call it "visible and readily accessible".  Certainly not the visible bit. 

 

Not sure if the MCB itself would count if it is visible and within the 2m.... it's at least a bit less intuitive for many people.
