Years ago the control was manual, in some areas like Lower Hutt switching the stove on at the wall turned the water heating off.

@jonathan18: I had several JDM 16 amp Nissan EVSE's (the control boards for which aren't completely 230v compatible) so I stole the J-1772 lead from one and built my own charger unit using one of these protocol controllers. These units are intended for permanent installation on a DIN switch board, rather than use in a portable EVSE.

 

Doing so (safely) is probably beyond anyone without wiring/electronics experience.
