It's virtually impossible to buy a new section without covenants these days. Just because someone wants to build a small footprint house, or put a relocated house, tiny house, or something like that on a section doesn't mean they will be bad neighbours or ruin your peace and quiet.
If you buy a section that someone has subdivided off their back garden, those can sometimes lack covenants. Although sometimes those can also have the worst covenants. Supposedly they are to 'protect your investment', which is often the wording used by real estate agents when they are selling land with covenants on them.
