Thats why it should be up the the prospective purchaser to specify. If that doesn't happen then most will just build to the minimums.

trust me... when people are building houses, they try and save money wherever possible.  its not until after construction that they realise that skimping on some items was a bad idea.  all these miniumum standards have been brought in, in an attempt to prevent that from ocurring.
