I worked it out. The Kodi on Windows version is not important to me, only there for testing, so I uninstalled everything including data settings, rebooted and did a fresh reinstall. PVR clients are back. I am trying to test Android against Windows as well as I can. I have now installed Kodi 18.6 on both. Just tried The Late Show on CBS again using the same VPN and add-on. Android buffers constantly, Windows works fine.

then there is either an issue in the way the kodi box gets its internet connection or there is an issue on the android box causing the buffering as you have pretty much proven the stream is fine

The only thing I can think of is it must have something to do with Kodi on both boxes, but darned if I know what. I am still fiddling with buffers and other things but nothing seems to make a difference. I still have to do some more tests, but my capacity for this kind of thing is limited. I will take another look tomorrow.

Stop fiddling around with buffers

Is your NVIDIA shield running the latest firmware?

Post a kodi log somewhere so we can go through it.

Sorry I didn’t get to this sooner. I have been distracted by more pressing matters. Here is a log file from yesterday. I should point out that I don’t have buffering issues all the time on all sites. It mainly happens with just a few, which unfortunately are the ones we mainly watch. It also seems to be congestion-related as it often occurs around 9 pm, though recently has extended into the evenings. Our speed tests are almost always good, though, and we almost never have issues with NZ streams, only overseas.

All of these things can be answered by congestion issues on overseas links, but even when Kodi buffers, Windows Chrome usually doesn’t, and that was my question. Why this difference if the problem is the connection? It seems to be better at the moment, by the way.

I do not have the latest firmware and there is a reason for that. I have bad experience with updates. They often break something I rely on. This also happened the last time I let the Shield update. I then discovered that Shield updates cannot be rolled back. As long as that is the case, I am reluctant to risk breaking other things that are important to me. If buffering is the price I have to wear for this, then I will unless it gets a lot worse. I am not asking for a solution. I just would like to know the reason if any bright soul can offer one.

If it wasn't clear, Visiting the streams website in browser Is not the same to compared to a source video with either IP push techno stuff or submitting different browser and transport requests to get it.

You said you go to cnn.com and notice difference?

Cnn in the custom stream appears to come from pluto.tv. Not cnn.
Reports it's a chrome device. With specific app and a gps location (view the m3u on the computer)

I suspect this differs to how cnn.com checks your browser and the source of the video to display.

I actually get CNN from Zattoo. That is the international version. Pluto is domestic. I don't like Pluto anyway. It is too unstable and too many commercials.
