The multiplier on cpu-z should tell you it's throttling.
If not ... Just get a refund
This is getting over my head as I have never played with overclocking but the multiplier should be 10 to achieve the rated frequency of 1.3 ghz yet it was actually 6 when the computer slowed and the cpu failed the diagnostic test. At other times it went over 15. I don't understand this well enough to know what significance that has.
At this stage I would like to get a refund but the Chinese supplier is trying to deny any liability so it will be a battle. Mainly I just want to get the thing to work if at all possible.
joker97: I get bad buys sometimes. Sometimes it's not worth me tearing my hair out and be in a bad mood and shout at everyone. SomeTimes it's best to either accept it or cut your losses and get rid of it. In life you win some and you lose some. Richms must have an exceptional copy or he lives in an ice box. Just accept your pipo will never become rich's pipo. If you can accept that then try cooling and if it doesn't work smile and move on

littleheaven: I'm absolutely no expert on this sort of thing either, but at this point I'd just send the thing back with a copy of that Intel diagnostic as proof of a problem, and demand a replacement or a refund. If it's saying the CPU failed, then I'm assuming that's indicative that something is wrong with it, since everything else is passing your tests. I wouldn't waste any more time or stress on it unless the supplier pushes back.

Unfortunately the supplier hasn't been very cooperative until now. It is going to be a battle.
Thanks for your other suggestion by the way, but there is no way I am going through that hell again. I am going to get a cheap desktop with Win 7 or even XP and stick to that. I have well and truly had it with this minibox/8.1 crap.

littleheaven: .. In that case an Intel Nuc might suit. You can get a base model for around $500 and they have an IR receiver for home theatre use. PB Tech have some already built or you can choose your own bits and pop them in.
