Just to add another data point.

This is Telecom VDSL.

I was watching a show last night on my Sony BD player and it didn't climb much above 480P according to the display.

But when I switched to my PS3 it went up 1080P and hovered between 720P and 1080P on the same show.  So perhaps the device has some bearing on the PQ also?

Yes some device's have there limits as to what quality they can obtain from netflix. Heres a list showing some devices and the maximum quality they can obtain

Well I am using a Sony BDP S390 player which is not in that list. But I have seen 720P and 1080P from it so there must be other factors at play here.
