Thinking about it...
If you take it to the extreme, you could have a rear seat belt that is frayed, and not up to WOF standard. It obviously has no relevance to the front seat passengers if there's a crash.

Not everyone will agree with me but
If you can't tell if your car is roadworthy without a WOF you probably shouldn't be driving.
If you treat driving like it is a sport (I do) then with a basic inspection and some spirited driving you should easily pick up any problems well before your local testing station. If you don't fix it straight away...like I said you shouldn't be driving.
