Once cars are autonomous, there won't be any need to block phone usage. Sure it will be a while yet, but sooner than we think I reckon.

Don't know about your phone, but mine logs all call and txt activity. There are more than likely already logs of other app activity in the OS as well.

The problem then is determining exactly when the accident occurred to match the log with the timing of the crash. That would require a black-box flight recorder in your car (which also already exists in many new models).

Yeah.. Nah. That's silly.

More useful would be provide a bluetooth speaker/microphone built into the cars stereo by default.

being handsfree vs not having a phone whatsoever it should not come down to the latter, as mentioned, being out of range entirely (And accidentally if you don't realize what that convenient cellphone sized box is for) is rather thoughtless when there are significantly better alternatives - such as bluetooth functionality, or a cellphone holder near the driver so they may legally use it on speaker-phone if they wish.

Given that the best and cheapest car navigation system by far is a phone with Google maps, this is the silliest idea I've seen for some time.

The phone may know it's in a car, it may think it knows who its owner is, but it will never know who's driving, nor who's in possession of itself.
