They are making assumptions that people get their licence on their 15th birthday, ie your learners. However that did change a few years ago, so the assumtions now would be x6th birthday.
Pretty sure there was no assumption, it was actually worded as such that it was to be renewed on your *5th birthday. If you got your licence when you were 18, you still had to renew when you turned 25. A little research indicates this may have changed a while ago.

Quite right, the assumption was mine. It was the conversion from paper to plastic licences that gave a new expiry of their next x5th birthday, but still applied for those from 15th birthday learners. And then 10 yearly expiry. Now there is an exception that the 1/6L and 1/6R 5 year licences expire after 5 years, to ensure people gradute to the next stage.
