Seems the perfect idea, open it while commuter traffic is a little lighter! Would be nice.
It'll be interesting to see the uptake for heavy vehicles, I wonder if it would be another option that they would use as required, rather than as a set route. Already happens when there's a mess on the motorway anyhow, this is just more viable than the small suburban streets. The DG restriction would be the other factor for this, surprises me as I would think of this as a perfect freight diversion around the city centre that they'd want to encourage.
