It seem to me that the solution to local pollution is local regulation - e.g. emission standards for cars that may enter a particular city.
I don't think that's practical.
- To enforce it, a cop has to be able to identify whether a car is compliant. Will each city issue each compliant car with a sticker?
- There's economies of scale; it's much easier to design and build a fix into every car
- Adding after-market emission controls to some cars would be expensive and difficult
- Whilst it's convenient that the wind blows pollution away, it doesn't actually stop it causing harm
- Local government has vested interests in local industry, and therefore in allowing pollution to occur
