If they top up their RUC at the same time say 200km that the tank is good for they pay $15 for the actual RUC mileage and $12 for the admin fee. Massive punishment for purchasing in small lots. No way around it with the windscreen labels.

 

 

Sounds like people will very quickly learn to budget

Automation with expensive machinery or low price labour - it is still very expensive to get millions upon millions of labels procured, printed, stuffed into envelopes, transported to the post office and eventually delivered. 

 

And what benefit is there to these labels? Apart from being a reminder to the car owner about expiry - nil.

AFAIK the minimum RUC block that can be purchased is 1,000km so not quite as bad as your example claims but still unfairly weighted towards the less wealthy.

It's not just the purchase process.  There are a raft of costs to running the entire RUC system that are not separately funded, this includes maintaining and enhancing IT systems, processing refunds, auditing and non-compliance actions, agency network, and I am sure a lot more. 

I can't recall where I saw it, but have a vague recollection of a cost of something like $2M+ in producing and sending labels each year.  This is a massive cost that a digital platform can remove.  

 

Putting all vehicles into RUC will be a massive undertaking, I doubt the current system is set up to manage the volumes so things will have to be changed.  I can only assume the fee's will change as well.  





Lazy is such an ugly word, I prefer to call it selective participation

Perhaps in your city but I see human parking wardens most weeks in Christchurch.

You forgo a low overhead, pay as you go collection system for fueled vehicles that's impossible to escape.
One that gives immediate feedback on your choices re vehicles fuel economy and use in favor of.

 

I expect NZTA will learn more about % debt collectors charge for their services.
Learn more about court costs to pursue people with few assets, and $10 a month court judgements.
Social welfare will also learn more about people that have no public transport route to work.

 

Fortunately there are always higher administration fees to make up shortfall for everyone else. :-) 

 

Looking at how fast a TESLAbot can fold shirts.
Hopefully old world automation is much faster for filling envelopes. :-)

If they don't change, and they don't find a way to solve the $12 admin fee issue then the whole plan to add RUC to all vehicles is doomed. It lives or dies on compliance by an overwhelmingly large majority of drivers. 

 

Therefore it will almost certainly change.

The one and only issue with RUC label I found was: free NZ Post' holster was bulky and ugly. So, attached the label with a narrow seal-it transparent stationary supply tape and ... it fell off overnight... Used transparent packaging tape instead and it worked :)
