That's an adsense ad, so it's entirely based on the browsing habits of the person it's shown to.

So you go to sites that have Russian dating ads....and get more Russian dating ads.
I think the Herald site has some fairly dodgy ads from time to time....or maybe I'm thinking of the click-bait non-news links at the bottom of most of their 'news' pages.

It boggles the mind how they can get it so wrong.
It would be interesting (in a purely scientific way, you understand) to see how many Googles of "Cold Ukrainian gays" it takes to change the ads. And what they would change to.
There are a number of advert types
Contextual - Based from the contents of the website you are looking at.
Personalized - Based on what you have been looking at in the past. (look at car website and you wil get lots of car adverts)
Placement - Based on someone actually saying they want a certain Advert on a website
There is also re-marketing adverts which are kind of a Personalized Advert. You would probably have noticed these. You go to a website and you see for the next week adverts for that company (trying to get you back)
Adsense will show (normally) the highest paying Advert decided in a large number of magical ways. Then there is "smart pricing", but that a different story.
The Publisher can limit partly what types of adverts are shown (Such as not show Personalized Adverts) and a user can as well disable showing personalized adverts in their Google Account. Publishers can also ban certain adverts they don't like but it can be hard sometimes to identify the actual advert to ban.

Ive taken up that challenge. But the search suggested guys not gays, so there cant be any Ukranian gays. But I will get to the bottom of it...
