Puzzling that you use this as evidence. As Buster pointed out, the data in the plot are from more than a year ago.
New local infections have averaged 30/day in Australia over the last week (the bulk in NSW). Not great at all but sits to the left of your blue line.

I'm not pro the bubble anyway. I wish people would work out where they really want to be, go there, and stay put.
As far as I am concerned the bubble with Australia belongs after the vaccination program has got to everyone. Maybe for Christmas.

VIC - 6 days since last local case
ACT - almost two months
SA - 3 days (as of a day ago - yesterday's figures still to be released)
Dont get me wrong I am not in favour of the bubble, it has not provided an economic outcome, it is providing something for family, but better to wait till both are all vaccinated. Its been 18 months, whats another 6?

There was already a one way bubble with Oz, so people could see family. But they would have to pay MIQ fees on their return. That is a personal choice. So we didn't need a two way bubble and risk billions of dollars with lockdowns if we get an outbreak as a result. It just seems to me that it is politics and we didn't need the bubble until after we ate vaccinated. Australians are also often not big tourist spenders either and they often rightly complain about our supermarket prices 😀
Article the other day, Queenstown tourism operators. Aussies came here. Stayed short term, spent a lot less, so that was a double hit financially. They came just for a break, hit the scenery and didn't spend up. My personal take is that for every Aussie that comes here and spends, there is a Kiwi taking local economy dollars offshore. Not much to see there.
The bubble was wanted by some politicians what seem an eon ago. Businesses want it. The positive side is that some politicians stuck to health first, that will help the economy and the bubble was a long time talking but only a recent thing. Im glad it wasn't the other way round, it could easily have been. Now, the bubble started, its hit bumps, and those bumps will now make it not a free and easy ride, the public will now expect instant shutdowns of it. Although a one way bubble isn't really a bubble, its a satisfactory business trip option, not a tourist/family option.

I know of some Aussies who have just returned after a short holiday in QT. They did a holiday on the cheap. Probably cheaper than many NZers would do it. They stayed in a tiny house airbnb. Got a really cheap deal on a rental car, made all their own meals after buying food at the supermarket. So involved no hotels, restaurants. The only big ticket things they spent money on was the experiences, like skydiving, jet boats etc. They said NZ prices are just ridiculous.

Quarantine Free Travel from Victoria to New Zealand will be paused from 1.59am (NZT) Friday, COVID-19 Response Minister Chris Hipkins has announced.
The decision follows updated public health advice from New Zealand officials and a growing number of cases and locations of interest.
The pause will run for at least four days from 1.59am (NZT) Friday 16 July and be subject to further review on Monday.
“As with previous pauses, we acknowledge the frustration and inconvenience that comes with any interruption to Trans Tasman travel, but given the ongoing level of uncertainty around transmission in Melbourne, this is the right action to take.
“It is also in keeping with our consistently cautious approach to prevent COVID-19 entering the New Zealand community.”
The pause means anyone who has been in the state of Victoria after 1.59am (NZT) on 16 July cannot travel to New Zealand from any state in Australia until further notice.
Travellers currently in Victoria should follow the instructions of Victorian authorities. Anyone who has been at a location of interest in Melbourne cannot travel to New Zealand. Those who are travelling tonight must have had a negative pre departure test.
Anyone who has been in Melbourne in the last week and has since returned to New Zealand should monitor their health, and be aware that the number of locations of interest are increasing. QFT from New South Wales remains paused and managed return flights are still in place meaning travellers will have to go into managed isolation for 14 days after arriving in New Zealand.
QFT from all other Australian states remains open, subject to evidence of a negative pre-departure test within 72 hours of departure, to complete a health declaration confirming you have not been at a location of interest and the Nau Mai Rā travel declaration.
It is also important that people in New Zealand contact Healthline should they develop any COVID-19 symptoms.

Great... So he's been in the open in SA for 10 days..... a quick squizz at AIR NZ shows 4 flights a week from Adelaide to Auckland... although they should need a -ve test before travel... although it seems these aren't being totally checked
South Australia has recorded a local case of COVID-19 transmission, an 81-year-old man who presented to the Modbury Hospital in Adelaide's north eastern suburbs with symptoms late last night.
At 2:30am this morning the man returned a positive COVID test, and that hospital's emergency department is now in lockdown.
The man traveled with his daughter to Argentina, and returned to do two weeks of hotel quarantine in New South Wales.
While in quarantine he had a fall and spent ten days in a NSW hospital, returning to South Australia on July 8.

SA has a pretty good contact tracing network and compulsory scanning into shops and venues. The scanning includes spot fines of $AUD1000 if the State police catch you.
Not sure how “out and about” an 80yo that’s had a fall is going to be. But at that age he is personally at high risk so I hope he’s been vaccinated.
