ajbw: Mystery solved! Thank you everyone for the information and comments.
But I think they should invest in a tone generator that doesn't wobble around in frequency so much. It would cost
about a dollar to make.


Wobbling tones are intentional as they make it easier for partially deaf (old) people to hear. And parliament has heaps of those.

Bell?  Rings?  Doesn't sound like a bell, and nor does it ring.  Even if it were an alarm to tell them it is division time, it is sure far too annoying to be what they'd use.
