Clearly you don't understand Samoa's electoral system or you are referring to electorate boundaries. Lose one or a number of critical electorates in an FPP electorate only system (regardless of the number of voters in each) and you lose the election, that is how, and it happened. Changes to electorate boundaries have been contentious in Samoa.
