I think the key point with what seems like the wacky suggestions like the Colombia one is that it couldn't get any worse.  If you drop the moral pretense and look at harm reduction then we have the perfect system for creating the maximum harm.  I haven't been to the states but I understand that Cocaine is available in most places so the 1b on enforcement doesn't actually do anything other than raise the prices and lower the quality of the product.

 

We have a couple of models that work.  Making it available but unfashionable like tobacco.  Regulating it and creating a culture of use to reduce harm like alcohol.  We didn't do particularly well with the culture bit in NZ.

Marijuana related share prices are increasing based on speculation that the Biden/Harris administration will aim to legalise Marijuana at the federal level. Both made statements supporting legalisation during the campaign.

Surprisingly - Oregon also voted to decriminalize heroin addiction and address it as a health issue. I'd guess that's related to the massive OxyContin gateway to opiate use in many places in the states.

State by State guide to the details: Oregon voted to decriminalize all drugs, including cocaine and heroin, and to legalize medicinal psychedelics to treat mental illnesses.

There are two measures on the ballot in Oregon, where weed has been recreationally legal since 2014. Measure 109 legalizes psilocybin, including magic mushrooms, for medicinal use to treat mental health conditions like depression, anxiety, PTSD, and addiction. Measure 110 decriminalizes all drugs, shifting the approach to drug addiction as a public health issue instead of a criminal one.

Measure 109 sets up a different procedure than the state uses for medical marijuana. Instead of getting an OK from a doctor, buying products at a licensed dispensary, and using them at home, anyone with a medical shrooms card will buy and consume products at a "psilocybin service center." There, a trained facilitator will walk them through their trips. The Oregon Health Authority would regulate medical psilocybin, and is yet to determine which medical conditions qualify for a prescription.
