As specific numbers haven't been fixed, any vaguely feasible claim is defensible.

 

Water is typically used at multiple points along a production chain and those charges can be expected to aggregate.  For example in producing wine water is used in irrigating, harvesting, vintning, making packaging and bottling.  Depending on how and where those things are done and where they get their water cost will be added in.

 

But I'm not concerned about the effects on the price of wine.  It's a nice to have and I would benefit from buying less of it.  I'm concerned about the aggregate amounts of tax that will be raised from regional economies to be spent (mostly) elsewhere.

My apologies, I inferred from the various funny names used for Trump on GZ threads (including by me) that politicians were fair game ...
