cokemaster: I believe the cards all appear as NZ issued, even if preloaded with USD.
(You can look at the card bins online)

Personally, I’ve found gift cards the way to go

 

Looks like the WISE cards are tagged as issued in the UK

 

 

When I checked my old Wise Mastercard some years ago they were classified as NZ cards. May have changed now that they use Visa.

I've been trying to do this recently to create either a Swedish or US card. Regardless of what I do I always end up with a NZ card. 

 

I've closed all browsers, VPN'd to Sweden (or USA), rebooted, confirmed the VPN connection, logged into Wise and created a digital card. Always comes back as a NZ number.

If you submitted NZ documents and gave a NZ address you will get a NZ card.

I gave a Swedish and US address on both occasions, but I assume you are meaning the NZ drivers licence to create the account in the first place ?

I suspect the country of issue is set at the time of creating your account. Not sure what could trigger a change to that though, other than relocating permamently to another country and contacting Wise to advise them of this? They may also be bound by agreements with the card issuers as well to only issue e.g. NZ cards to NZ residents.
