If you have a Wise account, that gives you a US bank account. You then just need someone in the US to pay in the cheque 

 

 

And with check fraud being so common there, the chances of finding someone to do that for you is pretty remote as cashing them and passing the money on is the lowest level of scam that most people know about.

I assumed someone with enough connections to need to pay US tax would know at least one person there who could help them out.

Paid by credit card? Talk to the card provider? Personally I wouldn’t accept a form of payment method that doesn’t work here. If they don’t play ball then thats what card provider dispute is for no?

its not the card issuer's problem,

 

The transaction was completed at the other end (IRS) , they then chose to reverse it using a cheque, the card provider did their bit,  the funds moved from the payer to the IRS.. what happens once they money goes in the front door of the IRS is of no concern to the card company...

They're basically connection less.  Tax resident through sort of bad luck - birth.  Born there then immediately moved to NZ and lived here forever and never thought twice about it.  But if you're a US citizen you have to file a tax return each year, but if you don't know that then you don't know.  Got picked up a little while ago (perhaps answering the now regular "are you a US citizen" question from their bank?) so has spent the last little while trying to get their US citizenship revoked.  Trouble is uncle sam doesn't like losing one of its flock so as part of them accepting that he could drop his citizenship he had to pay a chunk of tax.

Some UK banks listed here and a few other options like endorsing it to someone in USA if you have a mate there

You'd expect a few dodgy services that would do it for 20% or something. Maybe not. I didn't see any with a quick Google around.
