If some of you know the south Auckland region a bit, me and my dad used to get taxis to and from our house in the middle of Wattle Downs to Southmall (heart of Manurewa (aka the dump lol)) for $10 each way. We did this most weekends and became good mates with a lot of the cab drivers. When we went to Christchurch a couple of years ago though, that was a different story. Getting from Christchurch airport to my uncles place on Mt. Pleasant (about 3/4 the way up) was just under $100 and I still remember how angry the driver looked, like he was almost disgusted in our custom. Never caught a taxi there again.

Happens all over the world, although I still think Melbourne is the worst place for taxis in the world.  San Francisco might be second.

The solution to the taxis in the airport refusing short fares is for the airport to allow them back into the airport rank (and to the head of the queue) if they return within a time period - usually 30 minutes.  London Heathrow, Los Angeles, and a couple of others implement this.  It'd solve a lot of angst in Sydney, Melbourne, and evidently Auckland, too.

I watched a guy get in a cab in Melbourne and proceed to argue with the driver who really didn't want to go where the passenger did.  They were still arguing when I got in a cab 10 minutes later.
