Person is currently in India Is there anyway I can stop them leaving india or stop them from coming back to new zealand?

nope, if you are not willing to go via small claims to get a default judgement or get a police report done then you have no options.

I don't see how I could go to small claims when they are in india. And I don't see what a police report could do apart from get filed and ignored

Why would you want to stop him from coming back?
Surely your chances of recovering the money are much higher if he is in NZ?

It would be nice to get the money back but he has no intention of paying. The money is not really the issue any more I just want to screw him over and I believe he may want to come back to New Zealand. 
I guess there is a time limit on how long after something occurred it can be raised with the courts and I have called him so many things it is probably in my best interest to not use that channel.

I don't see how I could go to small claims when they are in india. And I don't see what a police report could do apart from get filed and ignored

Like I said, if you are not willing to do anything theres nothing more you can do
