portunus: A fairly recent development is you can now pay these fines via internet banking which avoids the credit card surcharge. Paid my last fine this way with no problems.

I don't remember being given a choice to opt in our it wasn't made clear. I thought I had to be part of it. Maybe my bank doesn't givea choice but yes it's not phantom.
