I'm hoping you guys will be able to help me diagnose a garbled picture im getting over DVB-t using a happauge HVR-2210.

I seems to occur the most when I start watching (or change channel to) TV3 and Four but as I watch it for about 1-2 min it clears up and the picture returns to normal. It also seems to happen when im running the EPG Collector at the same time as watching TV but the longer the TV runs for the less it happens - almost like it needs warming up.

Edit: it seems to effect other channels besides channel 3 and 4 but 1 and 2 dont seem to suffer this issue.

As you can see in the picture it the image is blocky and it gets a bit juddery but I am not sure if the cause is either Signal, TV card or Graphics.

PC:
CPU - I5-3750k
Mobo P8z77m-pro (HDMI)
graphics - onboard ivybrige
TV: Happauge HVR2210

It may be a broadcast problem ?

I got that the other night on my Draco box.

I checked the signal strength under channel sources and it says 100% but it annoying that every time I change the channel it gets a blocky picture for a min before it goes away.

I also notice the interlacing gets pretty bad some of the previous frame is still visible over the next frame.

Is there any way to upscale the picture at all?

To me sounds like your signal is not strong enough. From my experience tuner cards seem to require a more powerful signal that your average TV. Just because it says 100% signal does not mean it is the software signal meters are rather basic. I would get it checked first up.
You certainly should not need or be trying to upscale as it is already 1080i, if you are seeing the previous frame some times once again that sounds like a signal issue.

OK cool, ill start down the road of checking and improving my TV signal. I have a satellite signal tuner, can i use that to do the same thing on a DVB-T aerial?
I have a reasonably big UHF Aerial going in to a 4 way splitter to split between 2 tuner plugs, ill try running it without that, if it doesn't improve without the splitter I guess my aerial needs re aligning

Just a thought is there any Codecs I should install for watching TV or are they just for the MKV's?

Stay away from additional codecs for Freeview as the MS core ones are generally the best option.
You cannot use the sat signal meter two very different types of signal. If you have a splitter then that is certainly the first thing I would try removing. I also split my feed (4 ways) and found I had to get a splitter with a amp as it was too weak once split otherwise.
