I'm trying to find out if the quality is the better when watching a DVD on a PC with a 2407WFP-HC (supports up to 1080p) panel or when watching it on a DVD player connected to the panel via HDMI to DVI cable?

The DVD player in question is a Panasonic DVD-S53 and can do 1080p/1080i/720p.

Out of the box it might be a wash or an edge to the DVD player depending upon what sort of upscaling the DVD player has. But if you tweak the PC and use say zoomplayer and ffdshow, use DVI or HDMI and manage 1:1 pixel mapping,  and have enough grunt on the PC, the PC can provide significantly improved upscaling and picture correction over what the standard DVD player would do.
