B1GGLZ: You could try moving (cut and paste) it to root directory first before using command prompt. If that works would make it easier.

Tried moving it as well, didn't do anything. Just did the same thing as in the picture.

Will try safe mode first as that could be easier.

F8 to boot into safe mode isn't it?

On the odd rare occasion I've encountered a file that won't delete, I've always found I've been able to move it to another directory and rename it. After a reboot the renamed file would delete as expected.

Right so I got home turned on the PC and thought I would give it one more try the normal way, low and behold it works...so waste of a thread but appreciate the help people.

what i have found that sometime happen with media files and windows explore - you click on the file, it then does a quick load / preview load of said media and locks the file so when you try and delete the file it then say it can not delete due to a lock on file. If this happen, easy way to delete said file is to click on another file so the preview lock is removed, right click on the file that been beeping you off and click delete.
