are laptops designed to run 24/7? It might overheat and the fans would clog up pretty quickly if run 24/7

Does it need to be on 24/7?

LightsOut
might help reduce the uptime and make you happier with a slightly higher power device.

Some HP laptops come with (or at least used to) IR remotes, which could reduce the need for RDP

StableBit DrivePool is a good alternative to raid for pooling drives. It runs on nearly any windows OS, accepts basically any storage type and size, allows duplication (or up to as many copies as you have disks) on a per folder basis, and disk evacuation (with Scanner) if a disk is detected as failing.

Have you considered a server instead?
I went the Windows Home Server route, and I use DrivePool, Scanner and LightsOut. It seemed a bit ridiculous for the home, but WHS was only $120 and I'm very happy with it. Central storage, redundancy for the data I consider important but still expendable, and available on demand. you also get client backups and bare metal restore

a server set up costs more than the $500 i want to spend, or if i reuse my old power hungry laptop ... free!

i'm budgeting for a new ipad new laptop and new iphone (to replace the wife's ip4) *sigh
