I know you have said no tablets but ...

I have a surface rt with remote desktop and it runs just like a full PC

Or simply a windows surface pro, full windows, fan less, clip in keyboard

Is there any particular reason why tablets are an issue?

Yes, a political one that I am trying to overcome as, from a technical standpoint the tablets are clearly the most satisfactory solution!

There are a few companies that takes the NUC board and puts a giant heat sync on the CPU.

Have not tried either but intel have a video for the akasa one on there website but you may want to google NUC Fanless Case as there are a few

Depends on what you mean by "small format". The iMac has a small footprint (but a large display) and I'm almost sure the current model is still fanless. Possibly the Mac Mini as well, but I'd have to double-check about the fan on that. You can even 'dumb them down' by installing Windows on them if you really must. ;-)

If you want to go really small, then there's always a Raspberry Pi (or similar) put in a Tupperware box with a few hole cut out. :-)

Something like this might work if it needs to be pre built. However read the review at the bottom of the page. It gets hot and by the looks of things has vents(don't have one sorry) so may be a problem for you.

A PC is not a dust hazard - but a dusty room is a hazard to a PC.
I have seen some very good fanless PCs (I like them because they are silent), but they were all large &/or industrial-looking with large exposed heat sinks (which need cleaning :))

That may be - but they do collect dust and can blow it about if present. A sealed box is easier to clean.

Have a look at Nexcom as an option, they are heavy units but are fanless. Can get them via APC Australia.

The Samsung thin client displays are pretty good.

Else the new HP T410 thin client is also pretty good - an all in one unit that is powered over PoE.

Talk to Dove Electronics, www.dove.co.nz.

They sell a brand called Advantech. They have fanless pc's, all sealed up in aluminium cases. The limits with it is obviously that it isn't possible to have a very fast cpu in them, but they are fanless.

We've bought a quite a few of these as we run our hosted PBX systems on them; they're pretty reliable.

Mac Mini? I dont think its fanless but theyre quite small etc and you can install windows
