I have an older Mittubishi 65" rear projection HD TV that only has Component video connections and 720p and 1080i resolution. Will there be any improvement in the picture quality to upgrade from an older DVD player that does not upscale to a Sony that does upscale?

If its a CRT rear projector that doesnt scale the image when given SD, then hell yeah, its like chaning you PC between 640x480, and 1280x960 (roughly the same ratio of improvement) - the scanlines will disappear, and be filled with the made up picture from the scaler so you can sit closer without it looking like a rear projector.
If its an LCD, DLP, or something with a scaler that takes everything to a standard resolution befor it hits the display, then perhaps - depends on the quality of the scalers - old ones tend to be crappier so its still worth a go.
Yes most new displays take a signal and scale it to fit their hardware. On the whole they do this pretty well as they know what they have to work with. If it's a good scaler then the internal way will work fine. If it's not so good, then an external one may be better.
DVD will suffer compared to bluray in that if it's not there in the source, there's only so much you can do make it look better. Think CSI garbage where they 'clean up that image' and suddenly find hidden info in the crappy security footage.
