I agree, had similar issues with recent hose purchases (for watering use), I have a temp cat5 run that has laid on the ground some of its sits in a puddle when it rains heavy, has been there for 5yrs or more and every now and then for amusement I put the fluke on it and no sign of dropped packets at 100Base, even stil passes GigE spec. The protective hose would have long past its useby.
25mm conduit is around $3/meter and will protect and last for years.

On that link, some are 2 pair instead of 4 pair, or, they are different lengths. All of them (on that link) are stranded cable. For a permanent installation, you should be running solid cable.
