Apparently Kaukau will be the only site upgraded in Wellington initially. Other sites such as Baxters Knob and Fitzherbert could be upgraded to support infill coverage at a later date. I would guess that both of these would more than likely have to be done for coverage in Wainuiomata and parts of Porirua.
