Moving overseas and I'm wanting to buy a new laptop. Initially i'll use it for work until I can build a new PC and then it'll be used by my partner.

Main requirements initially is the ability to run a Windows 7 VM (my work/dev environment) so that I can do my work. The ability for it to run games (CS:GO is my flavour of choice at the moment) would be also be a great bonus. 

My partner was eyeing up a Surface 3 Pro but i'm concerned that it won't really meet the above requirements. I'd quite like one, but i'm not really willing to spend $1300+ on something that wouldn't be entirely satisfactory.

My budget would be somewhere around the $1500 although obviously if I can go lower than this that would be ideal!
