My DSL telecom broadband download speed never goes above 9.70-9.75 Mb/s according to speedtest.net.
I'm in Wellington, not far from a city centre.
Should I complain or this is normal?

I've tried the modem's web interface as well as the terminal one already. Can't find the modem statistics there.
So, do you have the exact link or the menu/command for the terminal session?

Click on "Broadband Connection"
You'll see your connection speed up/down eg mine is:
Uptime:9 days, 18:56:59Bandwidth (Up/Down) [kbps/kbps]:1.041 / 20.735
Data Transferred (Sent/Received) [GB/GB]:2,72 / 32,38
So 20Mb/s down and 1Mb/s up.

Internal wiring is the single biggest contributor to poor speeds and the only way to know you're receiving maximum performance is to have a master filter installed.
