You have to do both, actually. The DIA has quite possibly the worst approach to reporting spam ever. And they really, really need to include a note on how to forward messages on some popular phone models if they insist on requiring you forward the message first. It took me 10 minutes of trying before I gave up and searched Google on how to forward SMS messages on an iPhone.
