Hello.

My friend is on Xtra broadband and for the past two weeks he has been experiencing very high speeds. Has Xtra changed anything that would cause this?

There will be people around here that will tell you Xtra has always had very good speeds, particularly over the past 6 months.

As for the speed increasing has his exchange recently been upgraded to ADSL2+? If the modem now syncing at ADSL2+ speeds?

Yes... Xtra have removed the 128kbps speed cap on most (but not all) of their consumer plans. The 128kbps upload cap also used to effectively cap the download at about 4.2Mbps so if your friend was on one of these plans he may well find that his download speed has improved significantly. On top of that, if he is connected via an exchange that is ADSL2+ capable and has the correct type of modem / router, his download speed could be anywhere up to 20+Mbps.
