Does anyone else have the problem of google maps putting your location somewhere random when not using the gps. when sitting at home google maps sets me in Germany. Makes my latitude location look pretty wacky.

Maybe it's telling you you're supposed to go there.

What is your phone model? Google Maps will do it if the phone doesn't get any results from the network and defaults to some random position. Best thing is to use it outside for the first time to make sure it gets a good fix.

Its a Touch Pro 2, I get a good fix from the GPS and all is fine but if the GPS is off its like the Telecom towers are putting my in Germany or maybe its the phone. I have changed the ROM a few times and now using a custom one if that has anything to do with it.
Its just a pain some times if I open google maps to look for something I get placed in Germany then need to move it back to where I really am or wait for a GPS fix to move it for me.

Yes, that will be it. I had no problem with my HTC Touch Pro 2 here using the stock ROM. HTC just released Windows Mobile 6.5 for the Telecom HTC Touch Pro 2. Try going "official".
