Is Telecom actively shaping filelocker downloads?

I have a paid account with Filesonic and not so long ago I was able to download at around 1.5MB/s with a number of connections and full resume support on a single download with IDM. Now they are capped at around 180KB/s and have only one connection and no resume support. I can have a bunch of separate downloads all going at 180KB/s and it will still not max out my connection.

I had a read through a recent similar topic which is now closed, Im sure Im not the only one with this problem. I have the latest version of IDM, whats going on here?

I called Telecom yesterday complaining about this same issue, they tested it out on their end and found it to be an issue with their caching servers. The results they got were 500KB/s+ not on the caching servers and 150KB+ ON the caching servers. BIG difference. With this evidence they can push this down the chain to the right department to get the issue sorted
