Is it possible to track a cell phone on the telecom network with only your computer and their cellphone number????

Yes. That way, anyone in the world can track any Telecom mobile user.

I have the Pms mobile number here - would you like it? Or perhaps we could just stalk people....?

100% no.
Not possible.

This would be against the privacy act also. Sprint in the USA offer something like this, but you can not just track any phone on sprints network.

No teenager, female, paranoid person, celebrity, politician or sane person in the world would use a telecom mobile if you could simply use an app on a pc to see where the phone was.

It is possible for Telecom to see the tower a phone is/was attached to currently/last, but this is not freely available information (i.e. even a Telecom dealer calling an internal helpdesk has to justify needing that info).

Pray tell my son, what nefarious reasons does one have for requiring such capability, as there are GPS/Cellular solutions available, that will acheive near-perfect location tracking, including display on a map...
