First thing first, I'll run the router straight off the incoming street cable and work out the speed difference .
RunningMan: With that downstream attenuation, you should be getting about double that sync rate. By far the most likely cause is internal wiring in your house. Best way to fix it is a master filter as above, installed at the demarc where the line enters the house, with a new run of cat5 cable to a dedicated modem outlet.

plambrechtsen: Can you wire your dsl modem straight into the black wire that comes into your house. It would need to be before the alarm and then you would get an idea of your true line speed if you did have a master filter installed.
This may however trigger your alarm so may be worth disabling it and if you have a monitoring company tell them about it too.
If you're handy enough then you can pick up the master filters off TradeMe or pbtech. Make sure its telepermited otherwise you'll have hell to pay from Chorus ;)

I have installed router directly onto the black line coming into house. Bit of a mission, but still the same results 4.5mbps.
I'll give telecom a call and get them to do a line check.
