Sorry, but you wont get much sympathy, it started at 23Mb/s and moved down to 20Mb/s, ADSL2+ has adaptive features which means it will always have some movement normally to avoid noisy bins (frequency bands) that cause instability in the connection.
Chorus are only obliged to provide 10Mb/s, above that and they will not see any problem with your connection, and neither do we.
If you want more speed, move to VDSL2, your line stats indicate you should get well beyond 40Mb/s down.
